Hawk Country

In the last few weeks I've seen a red-tailed hawk in coulee country in eastern Washington, and then just a couple of days ago this hawk soaring above the Magnuson Park wetlands. My hawk id skills are not great, and I really don't know which hawk this is. I know Cooper's and Sharp-shinned are quite common here, and I've seen them perched on snags, but once aloft and viewed from beneath I am not sure. The bird seems bigger to me than either the Cooper's or sharp-shinned.
